The Upper San Gabriel Valley Municipal Water District, known as Upper Water, is a local public utility based in Monrovia, California, serving the San Gabriel Valley. Formed in 1959 by voters from 18 cities and Los Angeles County unincorporated areas, it began importing water from the Colorado River and later from the State Water Project for its 144-square-mile service area that covers nearly one million residents and workers.
