The Upper San Gabriel Valley Municipal Water District, known as Upper Water, is a local public utility based in Monrovia, California, serving the San Gabriel Valley. Formed in 1959 by voters from 18 cities and Los Angeles County unincorporated areas, it began importing water from the Colorado River and later from the State Water Project for its 144-square-mile service area that covers nearly one million residents and workers. The district provides a mix of treated, untreated, and recycled water and works with public and private partners to deliver a sustainable, high-quality water supply, with emphasis on water quality, recycling, and conservation. Upper Water is governed by an elected five-member Board of Directors representing five geographic divisions, with four-year terms; the current slate includes Directors Fellow, Treviño, Chavez, Garcia, and Santana. As a member agency of the Metropolitan Water District of Southern California, it supplements its supply from the Colorado River and the State Water Project and pursues recycled water and stormwater capture initiatives; a recent collaboration includes a 2026 partnership with the City of South Pasadena to offer water-wise landscaping workshops.
