The United Labor Agency is a nonprofit organization based in Cleveland, Ohio, in its 48th year of operation. It serves as a workforce development intermediary, acting as the One-Stop Operator and Title I Contractor for OhioMeansJobs|Cleveland-Cuyahoga County since July 1, 2010, and provides staff support for local initiatives such as the Opportunity Corridor Project and the Wage Pathway youth program. The agency also holds WIOA staffing and career services contracts in Lake, Summit, and Medina counties to deliver staffing services and implement a demand-driven approach. Its mission is to reduce poverty and improve quality of life by addressing employment, reemployment, retention, and other workforce needs while connecting employers with the talent they require. In February 2023, the Equal Employment Opportunity Commission filed a lawsuit against United Labor Agency in the Ohio Northern District Court alleging disability-based employment discrimination.
