UN Climate Change operates within the United Nations Framework Convention on Climate Change (UNFCCC), overseeing the framework and its treaty-based instruments, including the Paris Agreement and the Kyoto Protocol. Its central objective is to stabilize greenhouse gas concentrations in the atmosphere at a level that will prevent dangerous interference with the climate system, in a time frame that allows ecosystems to adapt naturally and enables sustainable development. The organization is based in Bonn, North Rhine-Westphalia, and represents a large international body within the United Nations system. Its work engages the Parties to the convention, currently numbering 197, and supports their negotiations and policy coordination, with particular attention to developing countries and youth negotiators. In February 2026 it launched the Capacity-Building for Negotiators initiative to ensure all Party delegates can participate effectively in climate negotiations.
