Tallinn University was established in 2005 by a decision of the Estonian parliament that merged several Tallinn educational and research institutions into a single university, and it is based in Tallinn, Harju County. It is the largest university of humanities and social sciences in Tallinn and ranks as the third-largest public university in Estonia, directing its resources toward five focus areas: educational innovation, cultural competences, digital and media culture, healthy and sustainable lifestyle, and society and open governance. The university hosts around seven thousand students, including about nine hundred international students, and maintains extensive international cooperation with many programs delivered in English. It supports a strong international community through English-language bachelor's, master's, and doctoral programs, and runs Estonia's largest international summer and winter school, drawing participants from more than fifty countries. In 2026, Tallinn University reported progress toward developing a student-friendly AI algorithm based on learner data.
