The Product Stewardship Institute is a nonprofit policy and consulting organization based in Boston, Massachusetts, that supports the circular economy by guiding product stewardship from design to end of life. Founded in 2000, PSI helped pioneer product stewardship in the United States by convening diverse stakeholders to develop extended producer responsibility policies, programs, and laws. Its work has contributed to 136 EPR laws across 18 product categories in 33 states. Its membership includes state, local, and tribal governments across 48 states, and it collaborates with more than 120 businesses, academic institutions, environmental nonprofits, and international governments. In early 2026, PSI announced a partnership with SWANA to advance materials management, reflecting ongoing collaborations with government and industry groups. Through policy analysis, testimony, and model legislation, the institute supports its government members and partners in developing policy approaches that advance product stewardship from design through disposal.
