It was formed after the 1989 Exxon Valdez oil spill to give a voice to residents affected by decisions around the Valdez Marine Terminal and associated oil tankers. Based in Anchorage, Alaska, it operates as an independent nonprofit supported by eighteen member organizations spanning communities, commercial fishing and aquaculture, Alaska Native groups, recreation and tourism, and environmental interests. The council works to prevent pollution and other harms from crude oil transportation through Prince William Sound and the Gulf of Alaska, while staff and volunteers raise public awareness of oil industry operations in the region.

It monitors and provides guidance on oil spill prevention and response plans, the general operations and environmental protections of Alyeska and tanker operators, and government policies, permits, and regulations related to the terminal and tankers. In January 2020, in partnership with NOAA, it launched a PORTS system for the region, the third new PORTS installation that year and part of the nationwide 36-system PORTS network.
