The Pacific Maritime Association (PMA) is a non-profit mutual benefit corporation that acts as a multi-employer bargaining agent for about 72 shipping lines, stevedore firms, and marine terminal operators at West Coast ports in California, Oregon, and Washington. Its core function is to negotiate and administer labor contracts with the International Longshore & Warehouse Union on behalf of member companies, and to manage payroll and certain benefits. Headquartered in San Francisco, PMA maintains regional offices in Southern California (Long Beach with satellite offices in Port Hueneme and San Diego), the Pacific Northwest (Portland, Seattle, and Tacoma), and Northern California (Oakland). PMA frames its work as providing industry leadership in labor relations, human resources, and administrative services for its member companies. West Coast port operations, the sector PMA serves, support 9 million U.S. jobs and account for about 12.5% of GDP. In 2025, PMA announced a collaboration with APM Terminals to advance workforce readiness for modern, zero-emission cargo handling equipment.
