Founded in 1983 and based in Philadelphia, Pennsylvania, the Mayor's Commission on Literacy has expanded into the city's Office of Adult Education. It frames literacy broadly to include reading, writing, numeracy, digital and technology proficiency, as well as problem solving, critical thinking, and workplace skills. By coordinating more than 80 literacy and workforce development programs, it seeks to support the roughly 550,000 adults in Philadelphia who need to improve workforce literacy, complete secondary education, or pursue postsecondary opportunities. In its current form as the Office of Adult Education, it partners with neighborhood-based organizations to offer adult literacy and ESL services, aligns with the City's workforce development system, and provides volunteer training and professional development for providers in Philadelphia. It is developing distance learning options and electronic literacy referrals and placements to reduce waiting lists and broaden access to education anytime, anywhere, on any device.
