The Horseracing Integrity and Safety Authority (HISA) is a government administration established by the Horseracing Integrity and Safety Act of 2020 to develop and implement a national Anti-Doping and Medication Control program and a Racetrack Safety Program with uniform rules. Based in Lexington, Kentucky, HISA aims to improve safety for people and horses and strengthen the integrity of thoroughbred racing through independent, expert-developed standards approved after a comprehensive consultation process culminating in FTC approval. Implementation of the Racetrack Safety Program began on July 1, 2022. In December 2023, HISA launched the MedEnt app to streamline treatment entry for veterinarians. The organization has pursued data-enabled safety initiatives through partnerships with Palantir Technologies and Amazon Web Services to support risk identification and analysis of injury factors.
