CalHR is a state government agency within California’s human resources services landscape, responsible for the system of personnel management for state employees. It handles key personnel functions such as salaries and benefits, job classifications, civil rights, training, examinations, and recruitment and retention. Most of these matters are resolved through a collective bargaining process that CalHR administers.

CalHR was created on July 1, 2012, under Governor Brown’s Reorganization Plan Number 1 of 2011, consolidating the former Department of Personnel Administration with certain programs of the State Personnel Board. It serves the California state workforce by coordinating policies and programs related to compensation, classifications, civil rights, training, exams, recruitment, and retention, with collective bargaining shaping many of these outcomes.
