United Planning Organization (UPO) is a DC-based nonprofit human services organization established in 1964. It operates as Washington, DC’s Community Action Agency, delivering more than 30 programs aimed at helping low-income residents achieve economic security by connecting them with opportunities such as skills training for high-demand careers, job placement, affordable housing initiatives in partnership with developers, and support through DC’s Financial Empowerment Center. The organization also runs DC’s largest Early Head Start program, engages seniors as volunteer mentors, and provides scholarships to DC high school students facing financial challenges to pursue higher education.
