Tidewater EMS Council is a non-profit organization that coordinates Emergency Medical Services across southeastern Virginia, aiming to ensure access to high-quality care, training, and support for the regional EMS system. It builds and sustains relationships with healthcare partners and agencies in the region and the state to strengthen emergency medical services. Founded in 1974 and based in Chesapeake, Virginia, the council serves the cities of Chesapeake, Franklin, Norfolk, Portsmouth, Suffolk and Virginia Beach, along with Accomack, Isle of Wight, Northampton and Southampton counties. Its mission focuses on reducing death and disability through regional cooperation, planning, and the implementation of an integrated EMS delivery system. In 2026, the council engaged OneDose to support a new regional protocol system under the Region 7 EMS Council, consolidating two legacy applications into a single platform.
