The Staten Island Business Outreach Center (SIBOC) is a non-profit organization based in Staten Island, New York, focused on supporting small businesses and commercial corridors. It traces its origins to 1980, when it was founded as the West Brighton Community Local Development Corporation, and it has since played a central role in neighborhood development on the island. As founder and operator of the Forest Avenue Business Improvement District—the first BID on Staten Island—SIBOC also oversees the Victory Boulevard Merchants Association.

SIBOC provides direct support to low- and moderate-income entrepreneurs through one-on-one counseling, business plan development, marketing guidance, and workshops, along with assistance with government certification and contracting opportunities. The organization completed a three-year Brownfield Opportunity Area study that culminated in Staten Island’s first brownfield designation. In February 2022, Teresa Cirelli was named president of SIBOC’s Board of Directors.
