SMFA is an SBA Certified Development Company (CDC) and a Community Development Financial Institution (CDFI) that was created in 1992 by the Cities of Biddeford and Saco and the Biddeford-Saco Chamber of Commerce and Industry. Our goal is to promote sustainable economic prosperity through regional business lending, targeting underserved markets.

SMFA administers revolving loan programs to meet the diverse needs of businesses in the region. We make direct loans with federal, state and local funds to businesses whose total project costs exceed financing available through conventional sources of capital.  

Our programs target:  Industrial and Manufacturing firms;  Wholesale and Distribution companies;  and Commercial enterprises that create and retain jobs.

Eligible project costs include:  Site purchase and development and new construction and/or rehabilitation of existing buildings with substantial owner occupancy;  Machinery and Equipment acquisition and/or installation;  and Working Capital.
