SVCE is a mid-sized public utility agency formed in 2016 by twelve Santa Clara County communities to procure and deliver clean electricity at competitive rates through a Community Choice Energy model. It serves residents and businesses across Campbell, Cupertino, Gilroy, Los Altos, Los Altos Hills, Los Gatos, Milpitas, Monte Sereno, Morgan Hill, Mountain View, Saratoga, Sunnyvale, and unincorporated Santa Clara County, sourcing zero-emission electricity with the aim of lowering both emissions and costs. The agency supports efficiency programs, demand management, and fuel switching to replace fossil fuels with zero-emission electricity in transportation, buildings, and infrastructure. SVCE is governed by a public Board of Directors representing each member jurisdiction, with alternate directors designated by communities, and its operations are funded through program revenues rather than local budgets. Based in Sunnyvale, California, the organization maintains a regional focus, and in 2026 it launched heat pump rebates for Milpitas, Mountain View, Sunnyvale, and Los Altos.
