Shaping Our Appalachian Region is a small nonprofit based in Pikeville, Eastern Kentucky, serving the 54 counties defined by the Appalachian Regional Commission. It grew out of the coal industry’s decline and now aims to address population retention and growth across the region. The organization coordinated cross-county collaboration to develop a regional plan, known as the Blueprint for the Future of Appalachia, with the goal of a sustainable, wide-ranging strategy. In 2013, SOAR was designated as the flag-bearer for implementing that plan. In 2025, SOAR launched the Digital Skills Initiative to equip adults aged 50 and over in Eastern Kentucky with essential digital tools and confidence.
