SJRA is a Texas based government agency created by the state legislature in 1937 to manage the water resources of the San Jacinto River basin. It operates as one of ten major river authorities in Texas, with a mandate to develop long term regional projects related to water supply and wastewater treatment. Its jurisdiction encompasses the entire San Jacinto River watershed and its tributaries, excluding Harris County, including all of Montgomery County and portions of Walker, Waller, San Jacinto, Grimes, and Liberty Counties; it serves many customers in the Houston area and can operate in East Harris County under an agreement with the City of Houston. Based in Conroe, Texas, the authority has overseen major infrastructure such as the Lake Conroe Dam, completed in 1973 through collaboration with the City of Houston and the Texas Water Development Board to provide an alternate water source for municipal, mining, industrial and agricultural uses. In 2024 SJRA launched a Customer Portal to enhance service access for residents and businesses around Lake Conroe, and it continues to pursue regional partnerships, including with the Woodlands Water Agency, to modernize water infrastructure.
