Portsmouth Gateway Group LLC is an infrastructure-focused operating entity based in Minford, southern Ohio. It oversees the design, construction, operation and maintenance of a 16-mile, four-lane, restricted-access highway between US 52 and US 23, known as the Portsmouth Bypass and officially designated as the Southern Ohio Veterans Memorial Highway. The project is structured as a public-private partnership with the Ohio Department of Transportation and is described as the department’s first PPP project and the largest highway contract issued by the state. The company is partially owned by ACS Infrastructure Development, Infrared Capital Partners and Star America Infrastructure Partners.

The project involves moving more than 20 million cubic yards of rock and earth, along with 23 bridges and five interchanges. It combines a four-year construction phase with a long-term operating period under a public-private partnership framework.
