It shows up in our neighborhoods as loose dogs on the street. It affects children walking to school, families in their own yards, and residents who no longer feel safe simply going for a run. At PetSet, we believe this problem is solvable and preventable at its source. Our work is grounded in humane, systems-level solutions designed to drive impact at scale:

P — Promote Policy: Advancing legislation and public policy to create long-term, systemic solutions to animal homelessness.

E — Expand Access to Care: Increasing access to essential services such as spay/neuter, vaccines, and microchipping to prevent homelessness at the source.

T — Target Funding: Deploying strategic funding where it’s needed most, from emergency cases to supporting 100+ rescue and community partners.

S — Shift Social Norms:Changing public perception and behavior around animal ownership through education and awareness.

E — Engage Partners: Bringing together shelters, rescues, municipalities, and community organizations to drive coordinated, collective impact.

T — Track Impact: Using data to measure outcomes, guide decisions, and ensure accountability across all initiatives.

To date, PetSet has invested millions in community-based solutions, supported 100+ partner organizations, and helped drive meaningful policy change.

This includes two landmark Houston ordinances in 2023, mandatory microchipping and the humane pet store ordinance, as well as securing $13 million in state funding for spay and neuter programs.
