Pennsylvania's State System of Higher Education (PASSHE) is a public higher education system consisting of 10 state-owned universities in Pennsylvania. It is headquartered in Harrisburg, Pennsylvania, at 2300 Vartan Way, and employs between 51 and 200 staff. The system serves about 82,000 students, with nearly 90% being Pennsylvania residents, many from low- and middle-income families. In 2025, PASSHE launched a pilot program to expand access to specialized or advanced courses by allowing students to take classes from other network institutions at their home campus. Also in 2025, the Association of College and University Educators named PASSHE a Movement Maker for its leadership in advancing student success.
