PALCUS is a non-partisan nonprofit organization registered as a 501(c)(3), founded in 1991 by Portuguese-Americans to advocate for the community and to connect the Government of Portugal with the U.S. Congress on issues affecting Portuguese-Americans. It is based in Manassas, Virginia, and guided by a volunteer board representing communities nationwide. Its programs cover government and international affairs, education, Portuguese language and culture, and community outreach, including recognizing local achievements. PALCUS operates with member dues supporting its work, though participation in programs is open to all Portuguese-Americans who may benefit. In May 2025 it announced the appointment of Ilidio Pereira as Vice-Chair of the Board, reflecting ongoing governance activity.
