Orlando Utilities Commission (OUC - The Reliable One) is a municipally owned public utility that provides electric and water services to residents of Orlando, St. Cloud, and portions of unincorporated Orange and Osceola counties. Founded in 1923 by a special act of the Florida Legislature, OUC is a large municipal utility, ranking as the second largest in Florida and 14th among U.S. municipal utilities. It is governed by a five-member commission, including the Mayor of Orlando, which is responsible for setting operating policies. Electric power is generated at the OUC-owned Stanton Energy Center through a diverse fuel portfolio that includes solar energy. Water supplied by OUC is drawn from the Lower Floridan Aquifer and undergoes more than 20,000 chemical and bacteriological tests each year, including analyses for more than 135 substances such as lead and copper. In 2025, OUC partnered with Promise to proactively identify and contact customers who qualify for LIHEAP assistance.
