The Office of Transition Initiatives (OTI) was created in 1994 to provide fast, flexible, short-term assistance during windows of opportunity to build democracy and peace. OTI engaged in countries experiencing change and set the stage for traditional development programs to take root. OTI programs generated positive momentum to both help a country’s transition and avert potential crises that threatened internal, regional, or international peace and stability. Most recently, OTI was part of the Bureau for Conflict Prevention and Stabilization (CPS) within the United States Agency for International Development (USAID). From 1961 to 2025, USAID was the lead U.S. Government agency working to end extreme global poverty and enable resilient, democratic societies to realize their potential.
