Based in Dover, Pennsylvania, the Northern York County Regional Police Department is a regional law enforcement agency serving 12 York County municipalities and about 90,000 residents across more than 215 square miles. It arose from a 1970s effort to consolidate police services in order to provide cost-effective policing, with Act 180 establishing the Intergovernmental Cooperation Act to empower a regional department through delegated police powers. The department began operations on September 27, 1972 with a small core staff that included a chief, sergeants, a criminal investigator, and patrol officers. Today the NYCRPD operates as a regional force that serves urban, suburban, industrial, residential, and rural areas under an intergovernmental governance framework in which each participating municipality designates one commissioner to the Board of Commissioners. It has pursued partnerships and facility improvements in recent years, including collaboration with the York County Safety Collab to support officers and their families and plans for a new headquarters.
