The Illinois Board of Higher Education (IBHE) serves as the state-level planning and coordinating body for Illinois’ higher education system. It analyzes the aims and needs of public and private colleges and universities within the state and updates policies that guide instruction, research, and service units, including both public institutions and certain independent or out-of-state entities operating in Illinois. Through its master planning function, IBHE established the Illinois Public Agenda for College and Career Success as a long-range framework for higher education in the state.
