HGACBuy Cooperative Purchasing is a government-to-government procurement program operated by the Houston-Galveston Area Council, based in Houston, Texas. A small team of experienced professionals supports a nationwide network that serves nearly 6,500 member organizations, offering access to 37 categories of products and services from more than 800 contractors. Member purchases exceed $1 billion annually, and all contracts are awarded through competitive bids or RFP processes in accordance with government purchasing statutes; joining incurs no cost and is accomplished by executing the HGACBuy Interlocal Contract available on the program’s site. Established in 1975, HGACBuy has built a presence in all 50 states, serving governments and other eligible entities seeking to procure efficiently. In 2025, KS StateBank was awarded a contract to serve as an authorized supplier for HGACBuy, illustrating ongoing partnership expansion.
