Gopher State One Call (GSOC) operates Minnesota's statewide one-call notification system, serving as a communications link among homeowners, excavators, and underground facility operators. Headquartered in Mendota Heights, a Minnesota nonprofit, GSOC was established in 1987 and designated the statewide center in 1988 under state law to support safe excavation by coordinating notifications. Under Minnesota Statutes Chapter 216D, anyone using machine-powered equipment or explosives for excavation must file a locate request at least 48 hours before work begins. GSOC collects these notices and forwards them to facility operators who may have underground facilities near the site, and operators then mark locations or determine the work area is clear. Responses may be posted through GSOC's Positive Response site, enabling the results of located facilities to be viewed.
