First Command Educational Foundation (FCEF) is a non-profit 501(c)(3) public charity focused on education for military families and their communities. Since its establishment in 1983, the foundation has supported the military community by awarding more than 5.6 million dollars in scholarships. It partners with military-affiliated community organizations to support their scholarship programs through the Carroll H. Payne Scholarship Program.
