The Excess Line Association of New York (ELANY) is a New York City–based nonprofit established by statute and operating since 1989 to support the state’s excess and surplus line insurance market. It facilitates compliance with applicable laws by serving as a liaison between brokers and regulators, reviewing and stamping insurance documents, and overseeing the financial aspects of non-admitted markets. ELANY also provides continuing education for excess line brokers, maintains an information database for regulator reporting and member tax assistance, and advocates before legislators and regulators on behalf of the industry. Its activities aim to safeguard members, consumers, and the broader marketplace from fraud while protecting state revenues, and it functions as an industry representative organization. In 2023, the organization appointed a new executive director, Janet Pane, reflecting leadership change within the nonprofit.
