The East-West Gateway Council of Governments (EWG) functions as a regional forum for local governments in the bi-state St. Louis area to coordinate on issues that cross jurisdictional boundaries. Since 1965, it has served a 4,500-square-mile region that includes the City of St. Louis, Missouri counties (Franklin, Jefferson, St. Charles, St. Louis) and Illinois counties (Madison, Monroe, St. Clair). As a regional council of governments, it brings member jurisdictions together to plan and solve cross-boundary problems, addressing topics such as tax policy, environmental quality, public safety, workforce development, access to jobs, economic development, and community planning. Based in St. Louis, the council operates as a public policy office with regional reach. In April 2026, it hosted a public meeting as part of its Great Streets Initiative, partnering with Great Rivers Greenway and St. Louis County to gather input on a Riverview Drive/Columbia Bottom corridor intended to provide a direct link to the Saint Louis Zoo WildCare Park. Through these collaborations, EWG coordinates cross-jurisdictional strategies and stakeholder input to address shared regional challenges.
