Dream Exchange is a financial services company based in Des Plaines, Illinois, that is pursuing a formal application to operate a national market system stock exchange. It aims to become the first majority black owned and operated exchange in United States history. The firm is developing a venture exchange to list and trade small to mid sized, early stage company stock, with a mission to enhance opportunity and access in financial markets.

The initiative responds to a long term decline in small IPOs, a trend the leadership attributes to market structure changes since the late 1990s. Leadership includes founder and CEO Joe Cecala and partner Dwain Kyles, and the company has begun forming partnerships and engaging with industry groups and academia, including collaborations with IPC Systems in 2023 and the University of Wisconsin–Milwaukee in 2024, as well as participation in policy-focused events in 2026.
