DCAMM is an agency within the Executive Office for Administration and Finance (A&F) responsible for capital project planning, design, and construction, facilities management, decarbonization of state facilities, and real estate services for the Commonwealth of Massachusetts.

DCAMM works with state agencies to create and manage forward-thinking, sustainable buildings to meet the needs of the Commonwealth’s citizens. DCAMM partners with fellow agencies to help them meet their strategic needs with fiscally responsible building and real estate solutions. DCAMM supports the growth of the Commonwealth's economy and actively engages with private sector partners to make it easier to do business with the Commonwealth and improve access and opportunity.  

The agency plans and executes capital projects, working with state agencies and institutions to address their strategic facility needs. DCAMM directly manages about three million square feet of state buildings, and it assists state entities with care and control of buildings with comprehensive and cost-effective maintenance and management strategies and standards, as well as funding.  DCAMM is also responsible for the acquisition of property, disposition of surplus property, and the leasing of space on behalf of state agencies.  

DCAMM is a central agency in implementing several key policy priorities of the Healey-Driscoll Administration, including promoting decarbonization and climate resilience in all state facilities, identifying and facilitating opportunities to repurpose underutilized state property for housing production, and increasing the participation of underrepresented groups in public construction contracting and in the public construction workforce.
