The Congressional Institute is a not-for-profit organization based in Alexandria, Virginia, founded in 1987. It supports Members of Congress and their professional staff through conferences and professional development aimed at maintaining legislative excellence. Its governance includes a board of former senior Hill aides who provide guidance, and it collaborates with government affairs professionals to bring policy expertise to its work. The Institute hosts major conferences and smaller gatherings focused on policy issues and strategic planning, drawing participation from high-level officials and other leaders. It also develops practical resources for Capitol Hill operations, including a House Floor Procedures Manual and Surviving Inside Congress, along with policy papers and issue guidance, and it sponsors Oxford-style bipartisan debates. In addition, it sponsors the bipartisan annual Congressional Art Competition, a nationwide high school art event.
