The City of Portsmouth, Ohio, Office of Community Development is a municipal government unit focused on improving the city across three core areas: infrastructure, economy, and residents' quality of life. It advances infrastructure by pursuing grants and loans from local, state, and federal agencies to support water, sewer, transportation, and communications needs. It also seeks to strengthen the local economy by using programs such as a Business Revolving Loan Fund and related state and federal initiatives to encourage job creation and help businesses operate within the city.
