The City of Decatur, Indiana operates as a local government within the government administration sector and serves as the county seat of Adams County. Founded in 1836 by Samuel Rugg, the city grew into a center of governance and community life, anchored by a Victorian courthouse completed in 1873 that continues to host county government. The city hosts several key institutions, including the county historical society near downtown and educational facilities such as the North Adams Community School District and Belmont Junior/Senior High School on the eastern edge, on the grounds of the former Steele's Park and Fairgrounds. It houses the only hospital in Adams County, supported by local and visiting physicians and specialists from nearby Fort Wayne. In February 2023, Decatur partnered with Dove, Inc. to advance a community initiative.
