The Charlotte Harbor National Estuary Program (CHNEP) is an environmental services partnership based in Punta Gorda, Florida, focused on protecting the natural environment of southwest Florida. It aims to implement the comprehensive conservation management plan (CCMP) by engaging local citizens, scientists, elected officials, resource managers and resource users across a 4,700-square-mile watershed. The watershed includes Lee, Charlotte, DeSoto, Hardee counties and portions of Polk, Manatee and Sarasota counties, with critical subwatersheds such as the Myakka, Peace and tidal Caloosahatchee systems. The program operates under the U.S. Environmental Protection Agency and is hosted locally by the Southwest Florida Regional Planning Council, with support from multiple government entities and local organizations. Governance is organized around a Management Conference comprising the Management, Policy, Technical Advisory (TAC), and Citizens Advisory Committees (CAC), with Policy as the final authority and TAC guiding technical decisions.
