Caritas Europa operates as a pan-European network of Caritas organisations, coordinating the work of its members to address poverty and related social concerns. Based in Brussels, the alliance comprises 49 member organisations spanning 46 European countries and functions as a significant social actor in the region. Its remit includes articulating the needs of people experiencing poverty and voicing concerns from member organisations to European institutions, member states, public authorities, and other stakeholders. In Europe, the network concentrates on poverty, social exclusion, inequality, migration, and asylum. Beyond Europe, Caritas Europa engages in humanitarian assistance and international development while supporting its members through knowledge sharing and capacity building. It maintains ongoing dialogue and conducts monitoring of the Council of Europe.
