The Pennsylvania Insurance Department approved the merger of Highmark Inc. and Blue Cross of Northeastern Pennsylvania. The combined company will operate under the name Highmark Blue Cross Blue Shield in BCNEPA’s 13-county northeastern and north central Pennsylvania region. This arrangement links a major national insurer with a regional Blue Cross plan to serve that area. 

Highmark ranks among the ten largest health insurers in the United States and is the fourth-largest Blue Cross and Blue Shield-affiliated company. Its health plans cover Pennsylvania, Delaware and West Virginia, serving about 5.3 million members, while its diversified health businesses include dental, vision, and related services nationwide. Highmark operates as an independent licensee of the Blue Cross and Blue Shield Association.
