The Birmingham Parking Authority is a municipal agency created in 1972 by an Alabama legislature act to develop and manage off-street parking for the City of Birmingham. It operates as a self-sustaining entity funded by parking revenues, with any surplus returned to the city; as of 2008, it managed ten garages and two surface lots. The agency's mission is to provide safe, convenient, and affordable parking to support Birmingham's central business district. In December 2024, BPA announced a Strategic Plan aimed at transforming the parking experience. The organization has pursued expansion and leadership changes, including opening a new location in Avondale, Arizona in October 2023 with its first EV charging station, appointing a CEO in 2021, and a 2020 lawsuit involving the Birmingham Financial Center over spaces.
